Personalized Independent Living Opportunities and Training Services, Inc. (P.I.L.O.T. Services) is governed by its Board of Trustees, chaired by Mr. Jacob R. Armstrong.

Jacob R. Armstrong
Board Chairman

Mr. Jacob R. Armstrong is the Chairperson of the P.I.L.O.T. Services and Board of Trustees. He has been a dedicated public servant and a strong advocate for services that support the growth and development of youthand of individuals with special needs. Mr. Armstrong has served on the Board of Trustees of P.I.L.O.T. Services since 1992. Throughout his career, Mr. Armstrong has always been keenly interested in the needs of people and views himself as a servant to the people he serves.

Mr. Armstrong is a graduate of Springfield College and received his Masters Degree from Bryn Mawr College

John F. (Jack) Henderson
Senior Account Executive

Vice Chairperson Mr. Henderson has a Bachelor of Science degree in Mathematics and Physics from Glassboro State College, an Associate's Degree in Engineering from Camden County College, and is a Certified Insurance Counselor with the Society of C.I.C. Mr. Henderson is a Certified Safety Professional who has performed comprehensive loss control evaluations involving property preservation, life safety, material handling, and risk management. Mr. Henderson has served on the Board of Trustees since 1995.

Linda F. Hackley
Columbia Bank
Branch Manager
Financial Services Officer

Mrs. Linda Hackley graduated with a Bachelor of Science Degreefrom Long Island University, CW POST College (Greenvale, NewYork) in 1985. Mrs. Hackley began her career with National Westminster Bank USA in June 1985. Mrs. Hackley worked with NatWest NJ in Atlantic City. Presently Mrs. Hackley serves as Regional Operations Manager for Columbia Banks' Southern District, which includes twenty-six branches. She has served as Customer Service Representative, Assistant Manager, Manager, and Financial Services Officer at Columbia Bank. Mrs. Hackley has served on the Board of Trustee since June 2000

Dr. Maurice Weeks
Maurice R. Weeks, Jr., PhD has been a member of the Board of Trustees since 1992. He is a life-long educator who worked in the school district of Philadelphia for over 30 years, 21 of them as a principal. Now retired, he is presently an adjunct faculty member at both Eastern University and Holy Family University as a professor of education. Dr Weeks received his Bachelor's Degree from Villanova University, his Masters Degree from Temple University and earned his Doctorate at Rutgers University in New Brunswick.
Gary Brown
Communications Director

Mr. Gary L. Brown is the communications director for the Philadelphia Department of Behavioral Health and Mental Retardation Services (DBH/MRS). He leads internal and external communication strategies for Philadelphia's internationally recognized recovery transformation efforts. He also provides employee communication and media relations consultative services. Mr. Brown earned a Bachelor's degree in Psychology from West Chester University and a Master's degree in Public Relations from Rowan University.

James M. Talton – Emeritus

James M. Talton is Chief Operating Officer of Synergy International, Inc., and President and CEO of Applied Resource Management, Inc.

Mr. Talton is the First Chairman of the Board of Directors for Pilot Services, and has been on the Board since the inception in 1992. He currently is Chairman Emeritus.

Jim serves on the board of several national and international organizations, and enjoys contributing his time and resources to improve the lives of the disabled and disadvantaged.

Executive Staff
William H. Morgan, Jr.
President and Founder

Mr. Morgan graduated from West Philadelphia High School in Philadelphia, PA after which he attended and graduated from South Carolina State University with a Degree in Sociology. After a brief professional basketball career Mr. Morgan, entered what has become a forty plus year career working with individual with disabilities. Mr. Morgan began his career as a Vocational Rehabilitation counselor for the New Jersey Division of Vocational Rehabilitation. In 1973, he left New Jersey to accept a position with the Region III Federal Office Rehabilitation Services. There he provided leadership, technical assistance and administrative direction to State officials in Delaware, District of Columbia, Maryland, Pennsylvania, Virginia and West Virginia. Over the next fourteen (14) years, Mr. Morgan made several major presentations on issues related to disability programs at the following:

  • American Psychological Association
  •       National Conference on Job Placement  (Chicago, Ill.)
  • "Job Development & Job Placement of the Severely Disabled"
  • The American Association of Workers for the Blind (Toronto, Canada)
  • Randolph/Sheppard Vending Facility Program: "The Blind Vendors Committee"
  • The National Rehabilitation Association (Washington, DC)
  • "The Minority Professional in Vocational Rehabilitation"
  • The Sixth National Institute on Rehabilitation Issues (San Antonio, Texas)
  • "Vocational Rehabilitation in the Community"

He served in a consultant capacity on several vocational training modules for persons with disabilities published by the University of West Virginia Research and Training Center and the Virginia University Rehabilitation Continuing Education Programs.

In 1995, Mr. Morgan served on Governor Keans' Task Force commissioned to study disability services in the state of New Jersey to determine where there were gaps and to make recommendations that would increase the availability of services to individuals with disabilities. From 1986 to 1992 Mr. Morgan served as Special Assistant to the Director of the Division of Developmental Disabilities and Director, Office of Quality Control.

Michelle Dixon
Administrative Assistant

Ms. Dixon has over fifteen years of customer service and clerical experience. She is most likely, the first person you will speak to when contacting P.I.L.O.T.Services. Ms. Dixon is a diligent worker and a team player who brings compassion and a commitment to excellence, to her position as an ambassador for P.I.L.O.T. Services. As the Administrative Assistant to the President, she proves her value to P.I.L.O.T. Services daily. Ms. Dixon is dedicated to providing the best service and most comprehensive information possible to persons with disabilities and families seeking access to the P.I.L.O.T. Services Programs.
